1. Thank you for your letter of 8 October, addressed to Simon Martin.
2. I notice that on this occasion we are invited to attend as a participant whereas in recent years we have only attended as an observer. Is this deliberate or an oversight? Hong Kong, on the other hand, has normally been invited as a participant. In this case, I would expect them to be specifically and separately invited by UNDCP. Presumably also they could respond direct to you.

I am sorry to appear pernickety, but I am anxious to avoid the problems we had in 1990 over Hong Kong's participation.
You may recall that we had to seek assistance from the Chinese hosts to ensure that Hong Kong were recognised as a separate delegation.
