Where proceedings have been or are about to be
instituted in the jurisdiction of a Party and may result in
the making of an order mentioned in paragraph 1 of Article
9 of this Agreement, or where such an order has been made,
that Party may request the seizure and freezing of property
within the jurisdiction of the Requested Party for the
purpose of ensuring that it is available for confiscation.
