1. I apologise for not replying to your minute earlier. I enclose a paper which sets out the background to Hong Kong's extradition relations. We will be shortly considering the question of the UK's treaty relationships with the Hong Kong SAR after 1997. I will contact you again when any conclusions have been reached.
