1. I attach a copy of Hong Kong Telno 1742 which proposes that LO (IL) be permitted to undertake "informal"negotiations with the French aand Germans to the point of agreeing, but not initialling texts. Do you think that without an entrustment he would be able to carry out such negotiations?
