Bilateral Agreement. for the
Surrender of Fugitive Offenders

At JLG XVI, the British and Chinese sides agreed in principle on the detailed future arrangements for the surrender of fugitive offenders between Hong Kong and other jurisdictions. At JLG XVII, the Chinese side formally confirmed they were content with the Chinese and English texts of the Model Agreement which was to be used as a basis for negotiations between Hong Kong and foreign jurisdictions.

A Hong Kong Government delegation, under the authority of an entrustment from the Government of the United Kingdom, has conducted two rounds of negotiations with a delegation from the Government of Canada. On 31 October 1991, the heads of the two delegations initialled a Bilateral Agreement for the Surrender of Fugitive Offenders. The initialled text is at Annex A.

The text is substantively similar to the Model Agreement as agreed with the Chinese side. An article-by-article comparison of the two texts is at Annex B. In accordance with the agreement reached at JLG XVI, the British side would
