1. I attach Hong Kong telno 2635. Hong Kong Government would like to put the matter of legal and procedural
arrangements between Hong Kong and China onto the agenda for JLG XXV in December and need our clearance to do so. The telegram details the issues involved and the likely problems which there will be with the Chinese.
2. I would be grateful for any comments you might have on HKG's proposals and on their assessment of the difficulties which they will face. Probably their greatest difficulty will be the deliberate Chinese go-slow in the JLG but that is no real argument for holding things back on our side.
3. I understand that at some point Hong Kong Government were considering entering into agreements at a provincial level rather than with the PRC. Do you know any reason why this course was not adopted? I should be grateful for any other comments you may have.
