There are no financial or staffing implications as consultations with the Chinese side in the JLG (which will inevitably be handled by legal experts) can be conducted from within existing resources.

PUBLIC CONSULTATION

There has been no public consultation on the Report because of its sensitive status at this stage. However, the Working Party, as noted in paragraph 5, included representatives of the Bar, the Law Society and lawyers in the commercial sector, whose views and support are likely to be representative of the legal profession generally.

PUBLIC REACTION

General public reaction is likely to be favourable. The legal and business communities are also expected to welcome the proposals as making a significant contribution to the carrying on of day-to-day commercial operations in the ever-increasing and ever-closer investment and trade links between Hong Kong and the PRC.

There will be no publicity at this stage but a defensive line will be prepared to handle press enquiries, if any. Following the introduction. of this item on the JLG Agenda at its next meeting, it is expected that it will be mentioned in the customary press communique issued after the meeting. We shall then be able to give the matter appropriate treatment with the press. No Legislative Council Brief will issue.
