HONG KONG:
RECIPROCAL ENFORCEMENT OF CIVIL JUDGEMENTS WITH THIRD COUNTRIES: JLG XXV
1. I attach Hong Kong telno 2687, a copy of Hong Kong's draft consultation paper and a copy of their draft model agreement on the reciprocal enforcement of civil judgements.

Hong Kong wish to place this subject on the agenda of JLG XXV (8-10 December). Therefore they wish to pass the draft model agreement and a covering consultation paper to the Chinese side "in good time before JLG XXV" so that the question can be discussed at the meeting.
3.
I would be grateful for any comments you may have on Hong Kong's strategy for putting agreements in place, on the draft consultation paper, or on the model agreement.
4. I think HKG are being extremely optimistic if they think they can get a substantive response from the Chinese about ten days after handing them the papers, but that's up to them. With apologies for the extremely short notice, I am hoping to reply to Hong Kong early next week at the latest. Perhaps you could let me have your comments by close of play on Monday, if this is possible.
