SURRENDER OF FUGITIVE OFFENDERS: LOCALISATION OF LAWS
1. I attach Hong Kong telno 2730 and a copy of Hong Kong's revised consultation paper concerning the localisation of UK enactments on the surrender of fugitive offenders. They wish to hand the paper to the Chinese at JLG XXV.
2. I would be grateful for your views on the revised paper and on the points which Hong Kong make in paras 2 and 3 of the telegram. Their deadline is 30 November but this will have to be pushed back a little if necessary.
