LOCALISATION OF LAWS: UNITED NATIONS ACT 1946

1, I attach a letter from James Hanratty, Principal Crown Counsel (International Law), seeking our views on whether or not the United Nations Áct 1946 and its related Orders in Counci need to be localised in Hong Kong legislation.
Mr Hanratty (and David Edwards) think not. I also attach a draft reply agreeing with Mr Hanratty which I have cleared with Legal Advisers.

2. I also attach an earlier draft which contains a manuscript minute from Miss Barrett (Legal Advisers) which gives details of how new legislation could be enacted in Hong Kong. But as we are agreeing that legislation is not necessary I have not seen fit to include it in the draft.
