AGREEMENTS BETWEEN UK/HK SAR
On 16 September, David Edwards (Law Officer in the Attorny General's Chambers in Hong Kong) wrote to
1.
Peter Ricketts suggesting that we should begin consideration as to what arrangements would need to be in effect between the UK and the Hong Kong SAR after 1997. I attach a copy of the letter.
2. Mr Edwards raised three questions:
(a) What subjects would need to be covered;
(b)
What mechanism would have to be in place to achieve our objectives;
3.
(c)
When the matter could be raised with the Chinese side.
I should be grateful to receive your initial comments (and those of all copy addresses) within the next few days, so that Mr Edwards is aware that we are turning our minds to the problem. I will then cobble together a draft letter to copy round before sending off.
4. I have failed to find any back-papers on this subject in HKD, and would be grateful if you could advise me on any earlier, possibly pre-June 1989, material.
