I am not clear whether a reply was sent to Mr Edwards's letter of 16 September 1991 to Mr Ricketts on this subject, and if so, whether Hong Kong have come back to us since then. I agreed with all the points made in Mr Edwards's letter. (Incidentally, the reason why agreements between the UK and HKSAR cannot be signed or enter into force until 1 July 1997 is of course, because the HKSAR will not exist until that date). I have no further thoughts on this subject but I would be interested to know how matters rest.
