1. David Edwards has mentioned to us that he is still awaiting a reply to his letter of 16 September 1991 on this subject. Apparently he reminded the Department about this when he was in London on 5/6 March.
2. I can well understand that, given all your other pressing pre-occupations, a lower priority has had to be given to David Edwards' letter. But he believes that we really ought to take this further now and make some decisions about timing and tactics. It would therefore be helpful if we could assure him that a reply is on the way. Sorry to nag!
