General

Please use the pro-formas at Annex B and C for making your bids. Entries should be in note form, grouped by class of Bill (see below) and numbered in order of priority within each class. Each item should be listed on a separate form.

Bids should be classed as

a. Essential.
Bills may be included in this class only if they must be enacted during the Session eg because existing powers or finance would otherwise expire or because of treaty obligations. Please give the reason in the PURPOSE section. In the case of Bills needed

A Bill should not be classed as essential simply because it has high political priority; that can be made clear in the
POLITICAL ASPECTS section. A Bill which is basically

too. They should be clearly distinguished, and before including them Departments should consider their effect on the length of the Bill and the need to avoid controversial
provisions which might affect the Bill's prospects of enactment by the required date.
