3. I am not aware of any new bids for Bills for introduction immediately after The Queen's Speech. understand, however, Mr Ricketts will wish to pursue separately his Department's bid for the Hong Kong (Appeals) Bill.

If there is a change of Government all bids for the 1992/93 Programme will have to be re-submitted on the basis of pro-forma on the standard lines. The Cabinet Office's deadline for this is Wednesday 22 April, and I should be grateful if you could let me have the completed forms back by Friday 17 April. However, the Cabinet Office deadline for bids for Bills for early introduction is 3 pm on Monday 13 April. The only FCO Bill which could fall within this category is the Mauritius Republic Bill, and I should be grateful if EAD could let me know urgently whether that Bill would fall within this category.
5. If there is a change of Government it is unlikely that there would be any new bids for Bills from the Diplomatic Wing. However, there may be a need for legislation on the Aid side and Mr Grainger will be in touch separately with APD about this.
