has passed me your letter of enquiring about progress laws and when we expect to be
further papers to the Chinese.
The ball is in your court on a draft paper on Biological Weapons which we sent to you in early December and which we had planned to hand over before the end of last year. (HK TELNO 3814 and of 9 January 1991 and our FAX to Simon Harkin of 9 January).
The ground work has been done on the preparation of four consultation papers which we expect to hand over to the Chinese in the coming six months, on the topics
Merchant Shipping (Seafarers), Multilateral Investment Guarantee Agency, Dumping at Sea and Nuclear Installations. We shall send those papers to you for clearance as soon as they are finalised within HKG.
