10. THE BILL WILL DISAPPLY UK ENACTMENTS RELATING TO SEAFARERS IN SO FAR AS THEY RELATE TO SEAFARERS ON HONG KONG SHIPS AND ON FOREIGN SHIPS COMING TO HONG KONG.
PRINCIPLES OF CONSULTATION
11. SINCE THE BILL AND THE REGULATIONS MADE UNDER IT WILL CONTAIN PROVISIONS DESIGNED TO REPLACE PROVISIONS OF UK ENACTMENTS RELATING TO SEAFARERS, THE BRITISH SIDE WOULD LIKE TO PUT ITS PROPOSAL FOR THE INTRODUCTION OF A MERCHANT SHIPPING (SEAFARERS) BILL TO THE CHINESE SIDE FOR CONSULTATION IN ACCORDANCE WITH THE AGREED PRINCIPLES FOR CONSULTATION ON THE LOCALISATION OF LAWS.
TRANSFER OF AUTHORITY
12. THE TRANSFERS OF AUTHORITY INVOLVED ARE SET OUT IN ANNEX A.

AS REGARDS THE REQUIREMENTS WHICH ARE AT PRESENT IMPOSED ADMINISTRATIVELY BY THE DIRECTOR OF MARINE, AND WHICH ARE SIMILAR TO THOSE IMPOSED IN THE UK BY THE MINISTER OF TRANSPORT UNDER THE UK REGULATIONS (SEE PARA. 3(C) ABOVE), THE BILL WILL EXPRESSLY CONFER ON THE DIRECTOR OF MARINE POWER TO IMPOSE SUCH REQUIREMENTS. HOWEVER, AS THE RELEVANT UK REGULATIONS ARE NOT PART OF THE LAW OF HONG KONG, THIS WILL NOT INVOLVE THE TRANSFER TO ANY AUTHORITY IN HONG KONG OF ANY POWERS NOW EXERCISED BY AN
AUTHORITY IN THE UNITED KINGDOM.
IMPLEMENTING INTERNATIONAL OBLIGATIONS
14.
THE BILL WILL NOT EXPRESSLY IMPLEMENT ANY INTERNATIONAL OBLIGATIONS OF THE UK WHICH APPLY TO HONG KONG AND WHICH ARE EXPECTED TO CONTINUE TO APPLY TO THE HONG KONG SAR AFTER 1997. HOWEVER, ENACTMENT OF THE BILL WILL ENSURE THAT THE LAW OF HONG KONG REMAINS CONSISTENT WITH THE FOLLOWING INTERNATIONAL AGREEMENTS RELATING TO SEAFARERS WHICH APPLY TO HONG KONG AND WHICH ARE ALREADY IMPLEMENTED IN HONG KONG'S LAW
