Power/Function
To resolve disputes about wages
To inquire into the cause of any death which occurs on a foreign-going
British ship
(a) A superintendent (a) To be present at
of a mercantile marine office
(b) Minister of Transport
(c) Registrar
the discharge of a seafarer
(b) To approve the form of the certificates of discharge and report forms relating to discharge of seamen
(c) To receive
General of Shipping | discharge reports
and Seamen, or such
other person as the Minister of Transport directs
(a) Minister of Transport (formerly Board of Trade)
(b) Superintendent of the mercantile marine offices
before whom a crew is discharged
(c) Registrar General of Shipping and Seamen
from superintendent
(a) To approve form of crew lists made by a ship's master
(b) To receive crew lists as a ship's final port of destination; give master a certificate acknowledging
receipt thereof; take charge of all documents delivered to him as required by the MSA; transmit them to the
Registrar General of Shipping and Seamen
(c) To record and
preserve the documents mentioned in (b) above
Proposed HK Authority
The Bill will confer a similar power on the Superintendent* though he will have a discretion to decline in certain circumstances
The Bill will confer similar power on the Superintendent* in respect of Hong Kong ships
The Bill will confer on the Governor in Council power to make regulations prescribing the procedure to be followed in
connection with the discharge of
seafarers; including
a requirement for notification of discharge and the record thereof to be given to the Superintendent*
The Bill will confer on the Governor in Council power to make regulations providing for crew lists to be delivered to the Superintendent*
