MERCHANT SHIPPING (SEAFARERS) BILL
1. I attach copies of Hong Kong Telnos 785 and 786 (and associated faxed annexes) which include the text of a draft consultation paper on the above localizing bill.

The intention is to pass this to the Chinese side as soon as possible. Under a new working agreement with the Legal Dept in Hong Kong, if we do not reply within 2 weeks of the date receipt of draft papers, Hong Kong will assume we have no comment and go ahead as they propose. I would be grateful, therefore, if you could let me have any comments by c.o.p. 19 March.
