You may know already that Hong Kong have drawn up new legislation entitled the Merchant Shipping (Seafarers) Bill which they intend to become law before the handover to China in 1997. This is a consolidation bill: it incorporates elements of the Merchant Shipping Acts 1894, 1906 and 1970, and other laws. Presumably this will mean the replacement of the MSA 1894 so Hong Kong are unlikely to have any objections to the repeal of the section in question.
