HONG KONG: BILL OF RIGHTS: REVIEW OF LEGISLATION: CRIMES ORDINANCE

HKC 241/1 45

1. I attach a copy of Hong Kong telno 948 and a draft ExCo Memorandum and draft Crimes (Amendment) (★umber 2) Bill.

2.

We have already submitted to Ministers on the tactics proposed in TUR para 4 of not briefing the Chinese, under cover of our submission on the Immigration Ordinance.

3.

As you will note from the same paragraph, in seeking a reply deskby 0100 on 10 April, Hong Kong seems unaware of the Election here in the United Kingdom on 9 April! I would like to get a reply before then. Grateful for your views as to

the substance and affect the Amendment.
