Thank you for your minute of 31 January. I attach a draft telegram to Hong Kong which, as you will see, draws heavily on your minute.

2. I also attach a copy of Hong Kong telno 212, which answers certain questions put in Peking telno 90. In the light of this, I wonder if we need to revise the draft, particularly regarding paragraph 2, as Hong Kong have clarified that point to some extent. Do you think their clarification is sufficient?

Secondly, in para 6, I refer to Section 6 (2) (C) of the exisiting ordinance. Do you think this is a relevant point to make?
I am wanting to submit to Ministers as soon as possible, so I would be grateful for your early comments.
