1. I attach copies of Hong Kong telno 1242 and Peking telno 642 on the amendments which HKG propose to make to the Police Force Ordinance. As you will see, (first TUR paragraph 8), Hong Kong have asked for comments deskby 1401002 May.
2.
We are initially concerned by the statement in
paragraph 6 that 'our Legal Advisers are reasonably confident that these proposals would withstand the challenge in Article VII of the Letters Patent' (copy attached).
3. I would be grateful for your comments on this and the provisions which HKG intend to introduce deskby 121500Z May.
