We have now had a chance to look into detail at the proposed
amendments to the draft Police Force (Amendments) Bill. We
agree with your conclusion (first TUR para 2 and second TUR para 7) that there is no need to brief the Chinese about these
proposals which are relatively minor and would only serve to
give the Chinese an opportunity to voice their objections to the
Bill of Rights (BOR).
2. MIFT contains some detailed points raised by our
departmental Legal Adviser, particularly on consistency with
Article VII of the Bill of Rights, which you may wish to
consider.
