The
International Covenant on Economic, Social
Rights (the 'Covenant')
and Cultural

sets out basic human

rights and freedoms (text at Annex A). The United Kingdom
(UK) ratified the Covenant on 20 May 1976 and included Hong
Kong in its ratification (reference at Annex B) The
Covenant entered into force for the United Kingdom (and
Hong Kong) on 20 August 1976, in accordance with Article
27. The UK made a number of reservations and declarations,
both upon signature and upon ratification. The text of
those which have applied to Hong Kong since 20 August 1976
is at Annex C.

Under
Article 26, the Covenant is open to
accession by any State
Member of the United Nations or
member of any of its
Party to the statute of the International Court of Justice,
and by any other State which has been invited by the
General Assembly of the United Nations to become a party to
present Covenant. The People's Republic of China (PRC)
is not a party to the Covenant.
