1. You might appreciate a little more background to the two telegrams which you are likely to receive later today on this subject. I am therefore faxing to you a copy of my letter of 2 January to Constitutional Affairs Branch, which takes the form of comments on a draft ExCo paper (also attached).
2. At the time of dictating this, I have no way of knowing how the HKG's telegram will turn out (it has yet to be seen by the Governor). But in its present form, it is not a draft with which I can associate myself!
