I attach briefing for the IDAC on the Bill of Rights. also attach as background a submission which we put up to the Secretary of State in January which sets out the background to the Bill of Rights.
2. I note in the CCBI paper that there is a paragraph under the section entitled A Bill of Rights which refers to the Court of Final Appeal. I attach for Mrs Colvin (RAD) a copy of a letter from Lord Caithness to Mr patrick Shiu which sets out the position and our policy.
