MAINTENANCE OF COMMONWEALTH WAR CEMETERIES AND MEMORIALS IN HONG KONG.

To take account of gradual changes in practices over the years, I am writing further to the Commission's letter of 17 May 1954 reference CM/1/75 (copy attached for ease of reference), to suggest that the arrangements under which the Director of Urban Services now acts as the Commission's local representative in regard to the care and maintenance of the Commonwealth war cemeteries, graves and memorials in Hong Kong should be comprehensively recorded in the following revised form.

The local arrangements for the conduct of the Commission's affairs shall henceforth be as follows:

a. The Director will be responsible for the day to day control of Commission staff including payment of remuneration) and for the overall supervision of the war cemeteries, graves and memorials in accordance with the instructions of the Commission as notified from time to time.

b. The Director will be authorised by the Commission to spen specific sums of money on specified items, seeking competitive
