Please see the attached correspondence from the FCO concerning PA-VSZ the allocation of call signs to Hong Kong. The block of call signs is allocated (in Appendix 42 of the Radio Regulations) to "The United Kingdom of Great Britain and Northern Ireland". However, we sub-allocate call signs within that block to our Overseas Territories. Apart from a couple of call signs the block VRA

VRZ is used by Hong Kong to form ship, land, air, amateur, etc call signs. You will see from the attached correspondence that agreement has now been reached with China to hand over the block VRA-VRZ in 1997.

This will not be setting a precedent as the block VTA-VWZ was handed over to India when it became independent in 1947/8. However, the Secretary-General of the ITU Weeds to be informed in order he may take appropriate action. This is referred to in the telegram from Hong Kong under the heading "Specific Proposals" and in the UK note on which Mr Bunten seeks my comments. You will see that in para

2 of his minute to me, he refers to our Legal Advisers. N° 2086 also refers.

In order to make it absolutely clear to the Secretary General the ITU, I suggest para 2 of the first note should read "The British Government requests the Secretary-General to amend the VPA-VSZ Series in Appendix 42 of the Radio Regulations to read as

follows:

VPA-VQZ United Kingdom of Great Britain and Northern Ireland VRA-VRZ United Kingdom of Great Britain and Northern Ireland

(Hong Kong)

VSA-VSZ United Kingdom of Great Britain and Northern Ireland

with effect from 1 January 1997."

Suggest para 4 reads "The British Government recognises that in accordance with the Radio Regulations annexed to the ITU Convention, Nairobi, 1982, No. 2086 requires this change to be confirmed by a

following radio
