SPACE STATION

The above agreement needs to be ratified by 31 December to prevent the agreement being reopened for negotiation. question has arisen as to whether any of the Dependent Territories should be included in the ratification.
2. We presume that Hong Kong will not wish to be included in the ratification as it was not included in the original agreement and is not a participant in the International Space Station. Please could you let me know by 20 November if this is not the case. In the absence of any reply by that date we shall go ahead with ratification by the United Kingdom alone.
