UK/UZBEKISTAN AIR SERVICES
I enclose for your information a copy of Michael Fielder's letter of 30 April to John Hughes, Head of AMD. Attached to the letter, which is self-explanatory, is a draft UK/Uzbekistan ASA that the Uzbek authorities want to negotiate with the UK. Such a proposal is not one to which the UK would normally assign high priority. As Michael explains, however, it raises issues that need to be looked at very carefully.
If it proves necessary for the UK to ensure overflight rights on the Tashkent Route for both UK and Hong Kong airlines in the context of that ASA, (and in similar ASAS with Kazakhstan and Tadzhikstan, which are also en route), Hong Kong airlines will be unable to continue enjoying such benefits after June 1997. It would therefore be as well now to start considering the options that might be available for Hong Kong airlines after that time so that we are clear of our objectives from the outset.
The line to be taken will of course be determined largely by the the Tashkent Route arrangements present legal standing concluded by the UK and Hong Kong with the former USSR referred to in paragraph 2 of Michael's letter. I will pass on the advice of FCO Legal Advisers on this point when it has been received.
