All of this confirms my view that we should send the Uzbeks an appropriate counter-draft and propose using that as the negotiating basis rather than working on the Uzbek text which will cause us several difficulties.

7.. One final point which occurs to me is that a member of the Indian delegation at the recent round of talks in London mentioned to me that his country had already concluded an ASA with Uzbekistan. If we can obtain a copy, and if it is in a comprehensible language, it may give us a further indication of the sort of provision the Uzbeks are likely to accept.
