THANK YOU FOR COPIES OF THE HUNGARIAN EMBASSY'S NOTE OF 29 APRIL AND THEIR DRAFT ASA. I ASSUME THAT YOU WILL BE SENDING A BRIEF ACKNOWLEDGEMENT CONFIRMING THAT ACTION HAS BEEN TAKEN. ON 29 APRIL WE RECEIVED A NOTE FROM THE HUNGARIAN EMBASSY PROPOSING THAT A HUNGARIAN DELEGATION SHOULD GO TO HONG KONG IN EITHER JUNE OR SEPTEMBER TO NEGOTIATE A HONG KONG/HUNGARY ASA WITH YOU. THE TEXT OF A DRAFT ASA WAS ENCLOSED WITH THE NOTE. AS THEY HAVE NO POST IN HONG KONG, THE HUNGARIANS HAVE ASKED US TO RELAY THEIR PROPOSAL AND TO FORWARD THE TEXT TO YOU. THE NOTE IS BEING FAXED TO ESB AND A COPY OF THE ASA (WHICH APPEARS TO BE THE STANDARD HUNGARIAN MODEL) FOLLOWS BY BAG.

WE ARE SENDING A HOLDING REPLY TO THE HUNGARIANS. GRATEFUL TO KNOW WHAT SUBSTANTIVE RESPONSE YOU WISH US TO MAKE.

The Embassy of the Republic of Hungary presents its compliments to the Hong Kong Department of the Foreign and Commonwealth Office and has the honour to request their assistance in the following matter.

The Hungarian Party would like to conclude an air transport agreement with Hong Kong in the foreseeable future. The agreement will be based on the ICAO recommendations, therefore we enclose a text of the proposed agreement. The Hungarian Ministry of Transport, Telecommunication and Water Management is ready to send an expert delegation to Hong Kong in order to hold negotiations with the Hong Kong counterparts. The following dates would be convenient for the Hungarian Party to the negotiations: either between 4-10 June 1992 or the second half of September 1992.

It would be appreciated if the Hong Kong Department could forward the text and the information about the proposed dates to the com- petent Authorities since Hungary hasn't established yet any kind of consular (diplomatic) post in Hong Kong.

The Embassy of the Republic of Hungary avails itself of this opportunity to renew to the Hong Kong Department of the Foreign and Commonwealth Office the assurance of its highest consideration.
