Please refer to the attached letter of 23 November to Hong Kong Department. The Department have given me an oral reply, to the effect that the UN are struggling with an ever-increasing backlog of agreements. It may therefore be some months yet before certificates of registration are issued for the ASAS with, France, Malaysia and New Zealand.
In the circumstances I can only suggest that you and Tommy Yuen, to whom this is copied - bring up your files on these subjects in about six months' time, to check the situation with the FCO then.
I am copying this for information to Rod Bunten (HKD) and to Simon Lovett (AMD).
