(b) issue
licences
to
airlines
incorporated and
having their
principal place of business in Hong
Kong;
(c) designate such airlines under the
relevant Air Services Agreements
provisional arrangements; and
(d) issue permits
to
airlines other
than
those
referred
to
sub-paragraph
(b)
above
in
for
services other than those to, from
or through the mainland of China.
