To take first the question of what should appear in the three CMUS, I would be content, from a UK point of view, with the text set out at the bottom of the first page of your letter. However, I wonder whether this text might be improved by adding "by the aeronautical authorities of the two sides" after "applied". Also, I personally prefer to use the phrase "on an administrative basis" rather than "provisionally", since the latter suggests something quite temporary, whereas the situation may well continue for several years.
3. As regards the questions raised on the second page of your letter, I see two aspects to this. The first is to reassure the Scandinavians about Hong Kong's ability to implement the arrangements in the CMU. It seems to me that this was the purpose of the Diplomatic Note of
15 August 1990, of which you sent me a copy. From my point of view, I see no reason why we could not send a further note to the Scandinavians confirming to them that the Hong Kong Aeronautical Authorities are, as far as we are concerned, in a position to implement the arrangements in the CMUS. Do we in fact know whether the Scandinavians want any reassurance of this kind? IAD, AMD and HKD may also, of course, have views.
4. The other aspect to this question seems to me to be whether the UK is content that Hong Kong should implement the arrangements in the CMU. Here I would not have thought that it was necessary for the UK authorities to provide
