SECONDMENT OF HONG KONG OFFICER TO UK DELEGATION

Thank you for your letter of 20 December and the copy of your earlier, errant, letter of 22 October.

I send herewith a summary of the sort of activities carried out in the UKREP office. These are rather broad-brush, but the amount of routine or repetitive work is very small so far as the two officers are concerned. Mostly, we simply pass from one minor crisis to the next! You will see that although there is inevitably some overlap, these activities fall fairly naturally into technical and non- technical areas.

I am working on the assumption that the purpose of having a HK officer here is two-fold, the initial aim being to establish a distinct HK presence in Montreal, whilst at a later date the emphasis might be more on the technical side to anticipate reduced links with the UK.

On that basis it seems to me that the initial remit might be close to that carried out by full-time permanent Representatives who are not on the Council e.g. Turkey, Greece, Iran, Kenya, etc. Most of the above attend all the Council and many of the Committee meetings which are open to them (although they cannot intervene) and attend meetings of the technical Air Navigation Commission, if questions concerning their regions are on the agenda. Particularly in the latter case, they do a fair amount of personal lobbying.
