Pre-Flight Checks. I was not in a position to observe the implementation of pre-flight checks in respect of BA aircraft in Hong Kong. I did however see the procedures in Bombay during my return flight and have reported on this separately to BA.

21. Cargo. All air cargo at Kai Tai is handled physically by HACTEL, who manage the cargo terminal. Cargo is administered by agents: JASL administer BA cargo. I visited HACTELS terminal. The facility provides for cargo to be received from agents and moved through the building to aircraft. Mr Lee, BA, informed me that all cargo to London was on a stand-by basis, and
and if passenger numbers were high it was necessary to restrict the volume of cargo to contain weight in order to cover the distances involved. A high volume of cargo which will be transported by BA is received pre-packed, from known shippers, and: is not subjected to screening. I saw an x-ray staffed by Securair which is used to screen cargo which is not pre-packed. I noted that at a point where casual consignments are received, the materials are screened by Securair, and handled by HACTEL staff who call JAS for the allocation of a waybill number. The consignor is informed of the flight on which the material will be transported, in order to arrange for its reception. On the one hand therefore consignors do not know on which aircraft their materials will be transported, but on some occasions they do know. The screening of cargo which is undertaken is therefore an important security control. Cargo which cannot be transported by BA may be transferred to Cathay Pacific for carriage: Cathay Pacific operate a cargo aircraft and have considerably more capacity than
BA.
Identifying
22. Identification of "NO show" Passengers. passengers who have checked in baggage but who fail to board the aircraft is the responsibility of airlines. BA check the passports and boarding cards of passengers at the departure gate, and are seemingly in a position to identify missing passengers. It was of interest that a Cathay Pacific representatives claimed that while they identified passengers who failed to show at the gate it was not possible to check passports, that is to relate. the passenger at the gate with the person who checked in baggage. It was not clear why Cathay Pacific could not achieve the check. I experience the BA procedures and judged them to be effective.
23. Catering Supplies. BÀ use LSG to provide catering. I visited their premises. They are in a building and compound Access to the building is controlled by a receptionist: when I visited it was clear he would have to seek permission for me to enter. The compound encompasses the area where the "scissor lift" trucks used pick up catering and return waste. The building provides a series of doors at ground and first floor level: catering is loaded at one level, the trucks adjust their height and discharge waste at the other. The security of catering en route to be restricted area, a few hundred yards, is the responsibility of truck drivers. The trucks are not sealed. The merits of sealing the trucks would depend upon the establishment of people at either end of the journey, other than those on board, being in a position to check the seals (permitting the driver to break the seal offers no
