AVIATION SECURITY HONG KONG (KAI TAK AIRPORT)

Introduction
I visited Hong Kong from 10 March to 15 march. My principal objectives were to:
1.
discuss with the Appropriate Authority the production of a National AVSEC programme;
(a)
(b) consider the status of Hong Kong based airlines and the support we should provide them from the UK;
(c) see how aviation security was implemented in Hong Kong;
administered and
(d) assess the security achieved by or afforded to British Airways (BA).
This report addresses the interests at (c) and (d).
Organisation of AVSEC in Hong Kong
2. The Appropriate Authority in Hong Kong is The Secretary for Security in the Hong Kong administration. Aviation, including Kai Tak Airport, is administered by the Civil Aviation Department. There is a National Aviation Security Committee chaired by a representative of the Appropriate Authority, and an Airport Security Committee chaired by the Chief of Police for the Kowloon area, in which the airport is situated: a sub committee chaired by the General Manager of the airport addresses security problems and develops solutions. An airport security officer is established, and the Hong Kong Police ale deployed at the airport. Security duties are undertaken by a contracted company, Securair.
3.
Airport
A new airport is planned, and a Provisional Authority is about to be formed: it will administer Kai Tak Airport, the development of the new airport and, subsequently run the new airport.
