We intend to process

local legislation of our 8, Part III, and

own broadly similar to Sections 2 Sections 47

48 of the UK Aviation and Maritime Security Act, but with significant differences to meet local requirements, hopefully to a timetable of Autumn 1993.

Where the Tokyo, Hague, and Montreal Conventions are in question; the application of these to Hong Kong has already been achieved by Orders-in-Council. Following agreement in JLG, localisation of the applications of these Conventions is actively in hand. In these circumstances it would

embarrassment if any consolidating Order-in-Council were to be prepared covering Hong Kong: I consolidation proposal is under

Action required if the timetable at para 5 above cannot be met.

Interface with the Fugitive Öffenders Ordinance now under drafting.

Proposal to add "Fugitive Offenders" to the Hong Kong (Legislative Powers) Order 1986 (on which

see your telno 1279 of 24 Aug 1992).
