4. Dr Young, Legal Adviser, stated that it was certainly

possible to put the Aviation legislation through on its own but he was not sure if it would be possible to do it in the time scale envisaged. He would speak with his colleagues to see what could be done to meet this request.

5. Mr Bunton, Hong Kong Department, FCO, stated that he thought the timetable that Dr Hase was pushing through was a little optimistic and the Chinese may raise further difficulties when the

Orders in Council reach the JLG stage. Dr Hase replied stating

that he thought the Chinese had already agreed to the legislation

in draft form and it should not be a problem, but agreed that the

Chinese Government could certain cause delays on this legislation

if they chose to do so.

6. Dr Hase left the draft for Dr Young for a decision on the

way forward with the legislation. The timetable for the legislation would need to be watched.
