I enclose a letter of 27 February from Alan Scutt of the Domestic Shipping Policy and Emergencies Division of the Department of Transport to Anne Forryan in Aviation and Maritime Department of the Foreign and Commonwealth Office.

Although the letter is entitled Hong Kong and Caymanian flags, it is really concerned with British Dependent Territories which have yet to modify the original 1894 Merchant Shipping Act. This does not apply directly to Hong Kong, but I thought you would nevertheless like to have a copy of the letter for any further light it may throw you the vexed question of "double-flagging".
