MARPOL: EXTENSION OF ANNEX III TO HONG KONG

I refer to Ms Barrett's minute of 17 July to Dr Harkin on the above subject.
2. In relation to the comments which Ms Barrett has made in her paragraphs 4 and 5, I enclose a copy of a letter from Captain Jaswal at the Surveyor General's Office in the Department of Transport which sets out the reasons why he has changed the word "certificate" to "document, manifest or stowage plan". I hope that this will clarify the situation.
3. In relation to the comments which Ms Barrett makes in paragraphs 7 and 8 of her minute about the publication of the Marpol Convention and Protocol, I have discussed the matter with Treaty Section and will follow it up in due course.
