4. Membres collectifs, comprenant les associations scientifiques et techniques, les chambres de commerce, les touring et automobile-clubs, les organisations de sécurité, les associations commerciales ou syndicats, les compagnies de transports publics, les sociétés et coopératives agricoles, commerciales et industrielles et autres organisations intéressées aux questions de route et de circulation routière qui, ayant demandé leur adhésion à l'Association et l'ayant obtenue, versent ensuite les cotisations prescrites.

Membres à titre personnel, c'est-à-dire les personnes qui s'intéressent à la route et à la circulation routière et qui, ayant fait une demande d'adhésion à l'Association qui a été acceptée, lui paient ensuite les cotisations prescrites.
6. Membres d'honneur, c'est-à-dire les personnes élevées à ce titre par un vote ayant rallié les deux tiers des voix des membres de la Commission internationale permanente, en reconnaissance de services éminents rendus à l'Association ou de contributions remarquables au progrès en matière de route ou de circulation routière; s'il s'agit d'un ancien Président, il peut recevoir le titre de Président d'honneur, et, s'il s'agit d'un ancien Vice- Président, le titre de Vice-Président d'honneur.
Aucune cotisation n'est demandée aux membres d'honneur.

Collective members, including scientific and technical associations, chambers of commerce, touring and automobile clubs, safety organizations, commercial associations or syndicates, public transport companies, agricultural, commercial or industrial societies and groups, and other organizations concerned with issues relating to roads and road traffic which, having applied for and having been admitted to membership of the Association, pay the prescribed subscription.

Individual members, i.e. persons who are interested in questions relating to roads and road traffic, and who, after applying for and being admitted to membership of the Association, pay the prescribed subscription.

Honorary members, i.e. persons raised to this status by a two-thirds vote of the members of the Permanent International Commission, in recognition of outstanding services to the Association or of distinguished contributions to progress in matters relating to roads or road traffic; the title of Honorary President may be conferred on a Past-President, and the title of Honorary Vice-President may be conferred on a Past Vice- President.
No subscription fee shall be required from honorary members.

L'adhésion à l'Association donne droit à un gouvernement :
de désigner deux délégués ou plus à la Commission internationale permanente dans les conditions fixées à l'article V ci-après;
de recevoir autant d'exemplaires de tous les documents publiés par l'Association qu'il a de représentants à la Commission;
de désigner des délégués officiels aux Congrès mondiaux que l'Association réunit en principe tous les quatre ans, le nombre de ces délégués étant fixé en fonction du montant de la cotisation gouvernementale tel que défini par la Commission internationale permanente; ces délégués officiels sont exonérés du droit d'inscription au Congrès prévu à l'article VIII ci-après.

Rights of the members of the Association
Association membership gives governments the right:
to appoint two or more delegates to the Permanent International Commission under the conditions specified in Article V below;
to receive as many copies of all documents published by the Association as they have delegates to the Commission;
to appoint official representatives to the World Congresses that the Association holds in principle every four years, the number of representatives being determined according to the amount of the government subscription as determined by the Permanent International Commission; these official representatives shall be exempted from paying the Congress registration fee specified in Article VIII below.
