d) création de Comités AIPCR chargés de faire des études, d'examiner et de préparer des rapports sur les questions particulières présentant un caractère international dans le domaine des matières intéressant l'Association;
e) publication d'un Bulletin périodique et de tous autres documents
concernant le but de l'Association.

Adhésions à l'Association
L'Association comprend plusieurs catégories de membres :
1.
Gouvernements nationaux, c'est-à-dire les gouvernements nationaux qui, ayant officiellement déclaré leur intention de devenir membre et ayant été acceptés, versent ensuite chaque année à l'Association les subventions réglementaires.
2. Autorités régionales, c'est-à-dire les autorités politiques régionales du premier niveau d'un Etat national (fédéral ou non) qui, ayant officiellement déclaré leur intention de devenir membre et ayant été acceptées, versent ensuite chaque année à l'Association les cotisations réglementaires.
3. Collectivités publiques, c'est-à-dire les autorités ou services publics d'Etats, de départements, provinces, comtés, municipalités et autres subdivisions politiques qui, ayant demandé leur adhésion à l'Association et ayant été acceptés comme membres, versent ensuite à l'Association les cotisations prescrites.
Membership of the Association
There shall be several classes of membership of the Association as follows:
1.
National Governments, i.e. national governments which, having officially stated their intention of becoming members and having been admitted to membership, pay the prescribed annual subvention to the Association.
2.
Regional authorities, i.e. first level regional political authorities of a national State (federal or not) which, having officially stated their intention to become a member, and having been admitted as members, pay each year the statutory subscription.
3.
Public bodies, i.e. authorities or public services of states, departments, provinces, counties, municipalities and other political sub-divisions which, having applied for membership of the Association and having been admitted as members, pay the prescribed subscription to the Association.
