I should be grateful for your advice please regarding the attached letter from the Hong Kong Highway Association.
We do in fact represent three members in Hong Kong including the Highways Department of the Hong Kong Government who have been members of PIARC through the British National Committee for many years. Crown Agents pay their subscription. We have always been happy to represent our members from Hong Kong, but obviously things must change after the handover of the Colony to China in 1997.
Reading the constitution of the International Association (relevant section enclosed), I can see no reason why our members from Hong Kong should not become members of PIARC directly through the Central Office in Paris in 1997 rather than through either the UK as now or through the Chinese Government, who are, incidently, members of PIARC themselves.
Enclosed for your information is a background note on PIARC.
I am writing separately to the General Secretary of the International Association for his views on this matter but would welcome your advise on the position, as you see it, after the handover in 1997.
