Many thanks for your letter of 30 January. is encouraging to hear that China Relations Committee reports are well received in London.

The specific point you raised about population growth in the Pearl River Delta was indeed a typo. Guangdong Provincial Planning Commission are planning to restrain population growth to 15.5 per thousand per annum. But that is actually a misleading figure. have checked with the original document and it refers to natural rate of increase (i.e. excess of births over deaths but excluding migration). Given that Guangdong, and in particular the Pearl River Delta acts as a magnet attracting labour from all over China, the real population increase will be much higher. Shenzhen for example was a village 15 years ago. It is now home to some 2 million people (1.33 million of them being "temporary residents").
