To sum up, it is difficult at this stage to assess with
degree of certainty the
of impact
the opening of the
Shenzhen Airport on Kai Tak Airport, or on the future pattern of
air services between Hong Kong and China. The main reason for
this would seem to be differences of opinion between the
Shenzhen Airport Authority and CAAC in Beijing who may be bent on constraining the former's ambition to develop rapidly as both
a domestic and international airport.

On the basis of what we know so far, however, the
conclusions would seem to be valid at this point in
(a)
that we should not, for the time being at least,
be actively looking to Shenzhen to relieve
congestion at Kai Tak;
(b) that there is no clear evidence at this stage on
whether Shenzhen would help to relieve congestion
at Kai Tak. Some existing China bound Kai Tak
travellers may now choose to use Shenzhen due to
its offer of cheaper travel to other parts of
China.
At the same time, it may be that the
opening up of more internal domestic routes from
Shenzhen may stimulate an increase in the number
