investment contracts. He believed that a satisfied customer was the key to attracting new

foreign investments. He assured us that since the installation of two 350 000 kW power generators in the city three years ago, there was never any shortage of electricity for industrial production. He even suggested that, should any problem arise, electricity supply for the foreign enterprises would be guaranteed at the expense of the state-owned enterprises. He also indicated that subject to state approval, two more 350 000 kW generating units would be installed.

Activities on 17 October included a morning session with the Dalian municipal

officials, followed by a tour of the ETDZ, and visit to a factory of Japanese interest.

We were told that the total value of Dalian's 1990 industrial output was Rmb 30.33 billion (current prices), 6.8% higher than in 1989; the city's GDP had grown by an average annual rate of 10.6% in the last 5 years to Rmb17.8 billion in 1990 (at 1980 price); and national income by an average of 10% to reach Rmb14.8 billion (at 1980 prices) in 1990. The value of its 1990 exports was US$669 million, 7.5 times the figure in 1985. The total value of exports for the first nine months of 1991, at US$704 million, already exceeded the whole for 1990. The share of industrial products in Dalian's total exports had increased from 21.6% in 1985 to 54.4% in 1990.
