The Rmb1 billion power station under construction had an initial generating capacity of 670 000 kW and a total of 1.3 million kW when fully completed;

When the Rmb900 million Phase I development was completed at the end of

1992, Qianwan Harbour could handle 17 million tonnes of cargo annually. Its

cargo handling capacity would reach 43 million tonnes in Phase II, making Qingdao the largest port in China. Its 30

Under construction were a Rmb800 million expressway stretching for 85 km

around Jiaozhou Bay to the city proper, and a 42 km railway to link up Huangdao with the Jiaoji Railway ( 膠濟鐵路 ) at the end of 1992;

The 6-km beaches in Xuejiadao (# ) on the southeast would be

developed into a tourist resort (see Annex VI);

Ferry services between the city proper and Huangdao would be increased, and

hydrofoil service would soon be introduced;

Other development proposals included installation of programme-controlled

telephone lines, water supply system, waste water treatment plant and a Free

Trade Zone.

The ETDZ, the development plan of which is at Annex VII, had an area of 15 sq. As with ETDZS in other open coastal cities, the one in Qingdao was targeted towards technology-intensive foreign-funded enterprises, though labour-intensive but export-oriented

operations were also welcome. Over Rmb200 million had been invested in the infrastructure

of the ETDZ. Development had so far been confined to the northern portion, but the officials were hopeful that the entire ETDZ would be fully developed by the end of the century. 215 enterprises, of which 55 were foreign-funded enterprises, had been approved,
